Left tackle Donald Penn will miss Saturday's action with a knee issue and did not participate in practice all week. Penn's only allowed one sack on the season, and it came Week 16 against the Indianapolis Colts. Also inactive is veteran safety Nate Allen who served as an excellent substitute while rookie safety Karl Joseph was out with injury. Joseph will be returning to game action for the first time since Week 13 when the Raiders played the Buffalo Bills.
